Simply give use it on Roselia, and it will evolve. Roselia evolves into Roserade using the Evolutionary Stone called a Shiny Stone. Catch a Roselia in the Grand Underground or on Route 212 instead for a better move pool that won't require you to use the Move Relearner. Because ways to increase Friendship is so limited at the beginning of the game, we recommend not even bothering with Budew. To make matters worse, Roselia learns Mega Drain early at Level 5, Magical Leaf at Level 15, and not another Grass-type move, Giga Drain, until Level 30. This leaves Budew with Absorb as its only damaging attack, rendering it pretty useless. Unfortunately, Budew and Roselia have inherited their level-up moves from Pokemon Sword and Shield.
